Microscopically, pulmonary hypoplasia can be seen as slowed development of the lungs, as well as decreased size of the lungs. The end result is inability to ventilate the baby at birth. Pulmonary hypoplasia is the rate-limiting step to survival with any condition that leads to oligohydramnios.
